In recent years, to prevent and reduce safety accidents in fishery production and ensure the safety of people's lives and property, Ningbo City has been promoting socialized management of fishery safety, focusing on grassroots and foundational work, while significantly enhancing the scientific and technological content of fishery safety management. Earlier, the city had established an on-site rescue and guidance system for marine and fishery safety, which has achieved notable results in the management of fishing boats and the safety of fishermen. With the development of science and technology and the needs of fishermen's operations and fishing boat management, it was necessary to expand the functions of the Ningbo marine and fishery on-site rescue and guidance system, transforming it into a more complete Android version of the system based on mobile networks to meet the needs of fishing boat management and fisherman safety. This project starts from the problems encountered in the actual work of the Ningbo Marine and Fishery Information Monitoring Center, conducts in-depth research and analysis, uses technologies such as GIS for development, and the dynamic database of fishing boats as data support. It has established a system that provides information services and office management for the management and rescue work of Ningbo's marine and fishery sectors, thereby improving the efficiency, quality, and management level of Ningbo's marine and fishery departments.
